The following letter, dated May 7, 1994, was received:                         
                                                                               
                                                                               
"Dear Speaker Barnes:                                                          
                                                                               
Under the authority of art. II, sec. 17, of the Alaska Constitution, I         
have allowed the following bill to become law without my signature:            
                                                                               
SCS CS HOUSE BILL NO. 406 (RLS)                                               
"An Act relating to municipal taxes and fees on the air                       
transportation of individuals or goods by federally certificated air           
carriers; and providing for an effective date."

This bill amends state law to prohibit municipalities from levying or          
collecting a tax or fee on individuals or goods flown by federally             
certificated air carriers unless the tax or fee is authorized by federal       
law.                                                                           
                                                                               
With the reduction of state revenues to local governments, I am                
uncomfortable signing into state law a bill which would effectively            
take away any opportunity of local governments to garner additional            
revenues through these means.  While I understand that the federal law         
can supersede state law in some cases, I would like local governments          
to have an opportunity to pursue any options that they may in the              
courts or with Congress to lawfully raise revenues by these means.

I am therefore allowing SCS CS HB 406 (RLS) to become law without
